“Institute of Energy Saving” - State Institution of the Sverdlovsk Region

State Budget Institution of the Sverdlovsk Oblast “Institute of Energy Saving” (INES) was established by the Governor of Sverdlovsk Oblast decree No. 938-UG, October 25, 2006. It is a regional intersectoral centre for energy efficiency.

Financing

INES has got a budget financing and “entrepreneurial” money earned for energy audits and expertise.

For the budget financing INES fulfills state ordered works like analytics, methodics development, energy audits. In 2009 alongside with various researches, analityc reports, manuals – 4 typical secondary schools were audited and analyzed in order to spread the recommendations achieved to other school buildings of such kind.

1. To Inform and Educate: INES has prepared and published a textbook “The Basics of Energy Saving”, 526 p., certified for Universities

2. To promote the regional energy effectiveness policy: INES specialists developed the Programme of Investment Attraction to the Energy Efficiency of the Region. The Programme was adopted by the Regional Government (02.07.2010г. №1022-ПП)

3. For Businesses and Developers: the only one state organization in the region, INES possesses the professional fully equipped laboratory and certified specialists for energy audits of companies, buildings, territories. Over 40 objects audited, sectoral methodics developed and adopted.

4. For Municipalities: Newly adopted professional CityCom software allows to make on-line models of infrastructure networks basing on GIS-technologies.

5. For Regional Budget: The first stage of Data Base Management System on Energy performance certificates of budget-funded organisations was launched

6. For Construction: In cooperation with "RENOVA StroyGroup - Akademicheskoye" a new Standard for energy effective onstruction, based on energy audits, computer modelling and investigations in new Akademichesky district in Ekaterinburg.

7. For Municipal Energy: Manual for Express Estimation of Municipal Boiler-stations Effectiveness  is issued

8. For Professionals: The series of brochures “Success: The Energy Component” is issued

9. International Cooperation: INES is an authorized partner in cooperation agreement between the Ministry of Energy and Housing Sector of Sverdlovsk Oblast and German Energy Agency DENA

10. Open INES: a new version of web-site was launched www.ines-ur.ru.

Cooperation

The Institute actively develops partner relations both within and outside the region.

INES is working as a development agency, interconnecting the companies of regional energy efficiency cluster. With the initiative of INES a new NGO was established – the “Union of Energy Efficiency” with participation of 12 companies, including INES. Now it counts for 59 companiews of regional energy effectiveness cluster and companies from other Russian regions.

INES is a Russian partner in co-operation between the Ministry of energy and Housing Sector of Sverdlovsk Oblast and Deutsche Energie Agentur DENA

INES is a beneficiary in a joint Dutch-Russian project within the “Government to Government” Programme by the Netherlands Government

and an intermediary in a joint Dutch-Russian project of Dutch PSO-M (Environmental) Fund for a CHP on biofuel.

Focus of current INES activities is on municipal level in order to reduce the huge energy losses in housing sector, utilities, infrastructure. The main directions are:

1) INES monitors the situation with energy effectiveness of 68 municipal economies of Sverdlovsk Oblast and this year has developed a rating method for municipalities allowing to estimate them as compared with one another and discover the energy effectiveness potential.

2) INES proposes a structured scheme of economic-social planning on the municipal level, connected to the regional and federal plans. The aim is to integrate energy efficiency indicators into the existing system of forecasting and planning, for the energy effectiveness to be a basis for decisions as well as for the Budget of territories.

3) INES provides services like energy audits, inspections, compilation of electronic schemes of heat-, water-, gas networks for municipalities.

4) INES cooperates with several municipalities on certain projects. There are about 10 agreements signed between the local administrations and INES on cooperation.
